Objectives of CEPA between Mainland and Hong Kong

In order to promote the joint economic prosperity and development of the Mainland and the Hong Kong Special Administrative Region, to facilitate the further development of economic links, the Mainland and the Hong Kong signed a Closer Economic Partnership Agreement (CEPA) on 29 June 2003, which was effective from 1 January 2004.


The agreement stipulates the implementation of such measures as substantially reducing or eliminating tariff and non-tariff barriers on all the trade in goods between Hong Kong and Mainland, progressively achieving the liberalization of trade in services, and promoting trade and investment facilitation.
